Dr. Moses Obioma Ubaru

Dr. Moses Obioma Ubaru holds a Ph.D. degree in Computer Science and his career to date has included senior and executive positions in the fields of Information and Communications Technology (ICT), Teaching and Research. He had a first class honours degree in Electronics Engineering of the University of Ife, Ile-Ife, Nigeria, and of higher degrees including Masters and doctorate degrees in Computer Science, from Obafemi Awolowo University,(OAU), Ile-Ife.
A recipient of several academic awards, including prizes, government and university scholarships, and teaching assistantships. He has over 40 years cognate professional experience, spanning virtually all aspects of Information Technology (teaching, research, and practice).
For 9 years Dr. Moses Ubaru was a university lecturer of Computer science at the Obafemi Awolowo University , Ile-Ife, Nigeria, with areas of interest being Control systems Design, Computer systems design and analysis, Data Communications, Disaster Management and prevention, systems security (including cryptology), and Information Technology project/resource management. He rose to the rank of lecturer- 2 in 1989.
An excellent team player, he was the Manager of Data Communications and Networking for Data Science Nigeria Limited for 4 years (1989 – 1993), the Data Communications and Networking Manager for ICL Nigeria Limited for 6 years (1993 – 1999) and the Assistant General Manager and Head Technical Services (Information Technology) at First Bank Of Nigeria PLC for 3 years. Dr. Moses Ubaru was responsible for the implementation of the popular technological transformation of First bank of Nigeria Plc, which took place between 1999 and 2001. He voluntarily retired from the service of the Bank in April 2001 to join the National Information Technology Development Agency (NITDA) as the Director Technical Services.
Dr. Moses Ubaru is a very practical oriented professional and is responsible for the design and implementation of the Data Communication Networks of several corporate organizations in Nigeria including but not limited to the networks of John Holt, Corporate Affairs Commission (CAC), NDIC, Rank Xerox Nigeria Ltd etc.
He championed creation of ICT awareness programme of NITDA through the establishment of Mobile Internet Units and Rural ICT centres (RITC) across the country and initiated the e- Agriculture programme of NITDA.
He is highly regarded by his professional colleagues as a man of impeccable integrity. He forfeited his estacodes to NITDA during her teething years to ensure that the agency survives. Dr. Moses Ubaru was the Acting Director General of the National Information Technology Development Agency (NITDA) from December 2004 to June 2005. He served as Research consultant for UNECA on ICT for job creation. He is currently a senior lecturer at Baze University, Abuja. He is married with three children.
